The Mer: Part V: Belonging by M. Culler
Fighting to save her brother's life, Val broke the first law of the Mer, no contact with mortals. An act of mercy may have endangered the entire clan. Val's actions should earn her a terrible punishment- banishment from the clan, as well as the loss of Water's divine protection. Worst of all, loyal Will is guilty for his part in rescuing the human and is destined to suffer the same fate. When things look hopeless, an unexpected ally works to reunite the clan, though Val isn't sure his motives are entirely just...
In the end, Val is left wondering- is she worthy of her place in the clan? Can they forgive her and accept her, if she can't accept herself? Will she ever truly belong in the new world she's entered, with the people she's beginning to see as her second family?
