The plot thickens as the deadline approaches to select a new President.

As the first targets in the secret Keystone effort begin changing their votes to elect Sam to the Presidency, Jack is drawn back to the Florida Keys where he struggles to thwart the Russian mob as they seek to raise $65 million from a sunken narco-sub. Jack becomes aware of the deepening relationship between Matt Hawkins and Patricia Vaughan, knowing they are unaware how important Matt is becoming to the undercover White House effort to swing the election.
